What are we doing to keep our kids safe while online? 

Three main things to know- Web Filtering 

Monitoring 

Instruction 

Web Filtering-Weber School District is compliant with Federal laws and use the iBoss platform to filter internet traffic. WSD primary web filters are iBoss Secure Web Gateways. The district network firewalls are configured as secondary backup filters in case of a failure of the primary iBoss gateways. Filtering by grade and school level for both staff and students- see attached information. Certain social media is also blocked/monitored-see attached information. 

Monitoring- WSD- Child Internet Protection Act (CIPA). BARK monitors our students' Google Workspace (previously known as Google Suite) accounts and will alert administration and parents to digital dangers. Bark monitors the following- Gmail: subject, body, attachments (imagines and videos) Gmail Chat: Text (previously known as Hangouts) Google Drive: Photos, videos, PDF's office documents Google Docs: Content, embedded images, comments, and replies. 

How Bark works- Bark 'flags' student's digital content that might contain: drugs/alcohol references, cyber bullying, weapons, violence, sexual content, etc. For the Parent Notifications: Parents can establish which notifications they would like to receive and the severity of each category. Students social media usage should be a discussion with parent and child! WSD currently has 45 schools (soon to be 48). They monitor approx. 30,000 students with 1500 full time staff and educators. Jennifer Boyer Thurgood is with the district office to assist parents in setting up this service. Parents have access for free with WSD during school hours. 

Teaching- On average, children 8 and younger use about two and a half hours of screen media a day! Media for tweens and teens has grown faster since the start of the pandemic than it had over the four years prior to the pandemic. See attached graph.

Library Update- Amy Hall- Four High Points for the RJH Library this Year: 

1- Physical book checkouts are top in the district 

2- Ebooks are becoming more widely used 

3- Great events this year and next year 

4- School wide digital portfolios 

Physical book checkouts: see attached graph on District books checked out. 

Ebooks: Roy Junior High is the 3rd in the District for SORA use!! 2021-22 RJH students checked out 5003 ebooks through SORA from August 1-February 15. 2022-23 from August 1-February 15. 6395 ebooks were checked out. Students can get SORA on their chromebooks they can also sinc it to their phones. 

Events: Roy Jr and Sandridge students and teachers use SORA to read during the month of March. The top 50 student readers form each school will be invited to a Reading Challenge held at Roy Jr. This will be a pizza party with games and activities so that the readers can mingle and get to know each other. Top 3 teachers in each school will be awarded prizes from 

Administration. 

Also-RJH has had 3 Author visits, Monthly Contests with promote reading and SEL, 1 Gigantic Author Event with 20 Authors (largest author event in Northern Utah) and Book Rich Activities with English classes, embedding reading into PE classes. 

Digital Portfolios: RJH is the district model for school-wide digital portfolios. Our 7th graders. started those portfolios this year. These portfolios are school-wide! 

We want reading to be on the fore front of everyone's minds. Junior High is a great time to learn to love to read! 

AR Ipad Update- Rob Lake- AR Ipads have been approved by WSD. RJH is working with the district to get a classroom set ordered. All classes will have access to the classroom set. 

Data- Attendance/GPA- Rob Lake- There is a direct correlation with attendance, GPA's and behaviors! See attached Attendance /GPA per grade graph. 

There is no attendance credit for junior high students that goes toward graduation requirements. 

The Trust Lands goal is to increase GPA by 2.5 from the previous year. We have work to do! 4-5 

tardies= loss of citizenship. Admin and our resource officer have done numerous home visits to encourage parents and students to get students to school. These visits are positive and reinforcing to all involved.... that the students are missed by their teachers and piers! We want to get the students connected to the school and have someone at Roy Jr that they can depend on... our advocates do an excellent job with this. We have had some students return to school directly because of these visits as well as have an advocate working with them. 

We have found that the students that do not attend school are the same students that are not on track for graduation. 

Trust Lands- Rob Lake- March 10, 2023 the 2023-24 Trust Lands plan will be submitted. Mr. Lake will send a final draft to the Community Council members prior for approval. 

Boundary Mtg- Roy Cone open house 4/20/2023 6p @ Roy Junior High School... It was suggested to have boundary maps available for Roy citizens to see.

Buyouts- 5 teachers to help make class sizes smaller. We can also take from TSSA
funds for teacher buyouts.
Chromebooks- The 35,000 is just a portion (Roy Jr) of the costs.
Teachers are invited to apply for mini grants… it they are interested in a mini
grant- they are to write a letter to the council with the funding purpose, plan and
goal.
Teacher Work Days- This will pay for half day subs to cover classes so teachers/in
departments can collaborate and collect data on students. What’s working?
What can we improve on?
Library Books- We are thrilled to have Amy Hall here at Roy Jr. She is always
looking for ways to help our kids be successful. She truly is one that goes the
extra mile!!! There is never a question that Amy will use the funds from Trust
Lands appropriately with Trust Land guidelines

VR Update- The District needs to be able to control technology that is in the
schools from the back end. VR goggles have to be hooked into a high powered
laptop in order for this to happen. We do not have the correct laptop in order to
meet the qualifications.
We are no longer pursuing the VR goggles for Roy Jr.
Mr. Ropelato has since looked into AR- Augmented Reality. It is a fraction of the
cost of VR goggles and still gives the students creative and memorable school
experiences.
Price breakdown for AR Augmented Reality Ipads- Ipad Pro teacher- 849.00, Ipad
Pro case- 90.00, Ipads- 350.00 x 8 = 2800.00, Ipad cart- 2100.00 Total-5839.00
The council asked if the AR ipads are supported by the District? Mr. Lake will
clarify classroom usage. Mr. Ropelato is devoted to 5 th period to help and train
teachers.
School Boundary Committee update- Jan. 5, 2023 is the District committee
meeting. Concern- Elementary boundaries- not all elementary’s have a
committee. This concern has been taken to the District. The District will be
addressing this. The Community Council wants an is looking forward to
suggestions from all of the community. Everyone is invited! No closed doors. The
District would like the community involved in the boundary process. All
suggestions will be taken to the school board.
Next Community Council meeting will be held Jan. 25, 2023 at 2:00p

Goal #1 

Get students on track to graduate. Edginuity program in place and working well. RJH counselors are working hard to get 9th graders on track for graduation. There is a scheduled credit recovery for Nov.9th. (early out) 

Goal #2 

Increase the overall GPA for Roy Junior High by 25% 

Action Plan- Working lunch buyout, teacher tech buyout, in house sub/advocate, options teacher, etc. 

Expenditure category-school personnel stipends, additional school employees, social and emotional learning support, college and career readiness skills, technology. 

Measures of Success- The number of gth graders on track to graduate will be 

compared to the previous year. 

Surveys are being used on both the school and district level.. are kids connecting with teachers? Roy Junior has started a Focus group. This group is by invitation 

only. Our counselors vision is to have the students state problems that they see at the school and help Admin and counselors to find solutions. They will also focus on what is working and what they like best about Roy Jr. 

ESSR funds- Esser funds are meant for COVID relief. These are a one time only fund. The funds are to go toward providers that are helping our students get back on track and also make up lost credits. ESSR funds cannot be used on 'stuff', only staff wages for extra hours or costs of having specialist presenting, etc. 2023-24 will be the last year for ESSR funds. Examples- Counselors running emotional groups. Emotional mental health-What do parents want/need?, stipend for community workshops, authors, chefs, construction.. community people showcasing what is possible and giving the students a vision of what their future can be. ESSR funds need to be tracked and documented such as the TSSA of School Land Trust funds.

Tier II Program- We have recently hired Dallin Saunders to run our Tier II program. This is a very structured intervention program. See attached sheet for Roy Juniors intervention Tier 1, Tier 2 and Tier 3 program details. 

Food Pantry-Roy Junior's food pantry is located in the old gym- girls locker room. We have been getting supplies from the Catholic Community Center, Besst Reality and a recent Girl Scout food drive. The food pantry is available to any and everyone!! Tues and Thursday mornings are preferred.. however if there is a parent or family that needs supplies any other time.. we do what we can to accommodate them. We have quite a few families in our area that have taken advantage of this program. We also have food packs available for students to take home after school. Lindee Bess previously donated a fridge and freezer for the pantry. We look forward to filling them with perishable items in the near future. 

The vision of the food pantry is to get students involved in ordering, inventorying and stocking the pantry. ROAR grant-Suzanne Stirland council member inquired about the Roy Cone ROAR grant. Is it still here?

Rules of Order Rules 

Rules of Order and Procedure 

This template was developed at the request of schools and districts to meet a new requirement for school community councils to adopt Rules of Order and Procedure (53A-1a-108.1). The template may be reviewed and amended by cour to meet their needs or councils may develop their own. To promote ethical behavior and civil discourse each council member shall: 

  • Attend council meetings on time and prepared 
  • Make decisions with the needs of students as the main objective 
  • Listen to and value diverse opinions 
  • Be sure the opinions of those you represent are included in discussions 
  • Expect accountability and be prepared to be accountable 
  • Act with integrity Rules of Procedure: All meetings are open to the public and the public is welcome to attend. The agenda of each upcoming meeting with draft minutes of the prior meeting will be made available to all council members at least one week in advance, will be posted on the school website and made available in the main office. Th agenda will include the date, time and location of the meeting. Minutes will be kept of all meetings, prepared in draft format for approval at the next scheduled meeting. 

The council will prepare a timeline for the school year that includes due dates for all required reporting and other activities/tasks that the council agrees to assume or participate in. The timeline will assist in preparation of agendas to sure the council accomplishes their work in a timely manner. The chair conducts the meetings, makes assignments and requests reports on assignments. In the absence of the cha the vice-chair shall conduct meetings. Meetings shall be conducted and action taken according to very simplified rules of parliamentary procedure as required 53A-1a-108.1(10). Items on the agenda take priority over other discussions coming before the council. Council action v be taken by motions and voting with votes and motions recorded in the minutes. A motion (or an action to be taken by the council) is stated as a motion. Someone else on the council “seconds" the mc indicating that at least one other person on the council feels the motion is worthy of discussion. Then the council memk may provide input and discussion as called upon by the chair. When discussion seems graphcomplete the chair may for a vote on the motion. Or when a member of the council "calls the previous question" (a motion to end discussion of first motion), a second is required and then, without discussion the chair calls for a vote that must pass by 2/3. If the vo on the previous question fails the council goes back to discussing the first motion. If the motion to call the previous que passes, the chair directly calls for a vote on the first motion. A vote to call the previous question is usually used to move business along. Attached is a chart that could be used if the council feels they would like to use additional motions of Parliamentary Procedure in their meetings. Simple Motions of Parliamentary Procedure MOTION DOES IT REQUIRE A 2ND? IS IT DEBATABLE? CAN IT BE AMENDED? IS A VOTE REQUIRED 

  • A tie vote is a lost vote. 
  • A main motion may be amended. 
  • Nominations can be closed by saying, “I move to close nominations." 
  • Most motions are main motions. 
  • A point of order is offered when there is some question if procedure had been followed correctly. 
  • To stop debate or discussion on a motion and force the vote a member would say, "I move the previous question." This requires a second and a 2/3 vote. 
  • Hasty action may be corrected by use of the motion to reconsider. This motion may be made only by one who voted on the prevailing side. 
  • A person who made the motion may withdraw the same motion. July 2015

Welcome- Rich Murray

Reading Initiative-  1st semester we identified with the comm literacy test done in the English classes that the reading levels at Roy Junior are lower than we had hoped.. 7th grade- 18 students very low, 43 low- 8th grade- 38 very low, 73 low- 9th grade- 13 very low, 23 low.  We have found across the board that students that struggle with reading typically struggle with all academic areas and have more behavior issues.  Teachers, counselors and administrators looked at the data and developed a tiered system for behavior management.  The system starts with classroom rules and explicitly telling students expectations. We have allocated fiscal and personnel resources to this endeavor.  We have seen behaviors this year that we have never seen before.  For several years, our faculty focused on improving failing grades.  One factor that stood in our way…student absences (the state of Utah has recently relaxed truancy consequences).  Teachers called home, made home visits, and did everything they could to get students to come to school, but had little success.  We shifted our paradigm- administrators and counselors will work with parents and students to get excessively students back to school. Teachers will help B students become A students and C students become B students.

Tier II Program- Our Tier II program was put on hold as the person that was overseeing it got a new assignment.  We have recently hired a new employee (Daiseliz Young Torres) to over see this program.  We look forward to a strongly run program that will empower our students to be successful as she works directly with our counselor Kelli Figgins.  The Tier II program helps our students get back on track with their behavior and academics. 1st semester teachers and staff focused on interventions. 2nd semester they will be focusing on incentives and pointing out the good. 

SEGUE-  The SEGUE program is new to Roy Junior this year.  “Social-Emotional Growth Using Education”.  This is a special education program that provides support to students with significant emotional and behavioral disorders, both in a self contained classroom setting an with push-out support to other classrooms.  They track student behaviors across a variety of necessary skills for success, in both educational and transition settings, teach social skills and healthy methods of coping with stress, frustration and other aversive circumstances.  Felicia Ellis, one of our resource teachers is over this program.  She is highly qualified and experienced in this area.  She brings confidence, expertise and skill to help these students be successful.

Boundaries for new schools-  The district will be looking for community members to be on the boundary community as they start to meet the first part of next year.

Trustlands-  We are putting together the 2022-23 trustlands plan and are looking for suggestions/ideas from our community council members.  Roy Jr would like to continue with programs that are now in place that are making a difference in the lives of our students.  We are also looking forward to continuing with teacher buy outs, technology, library resources, trainings, etc.  The new plan is due in February (no set date yet).  In our next community council meeting, we will also be discussing ideas for the TSSA and ESSR funds.

Accreditation-  Roy Junior will be going through the accreditation process Feb. 7-9.  This is the first time it will be done virtually. We want to give a big shout out to Amy Hall and the accreditation team for everything they have done to see that Roy Jr will have a great review.  The accreditation committee may ask for community council input during this time.  Mr. Murray asked of any of the council members would be willing to be interviewed?

COVID19 

School Exposure: Quarantine Opitons: Quarantine at home for 10 days, Quarantine at home for 7 days, then get tested... if negative and do not have any symptoms of COVID 19, you can return to school, wear a mask at school for 10 days, Wear a mask at school for 7 days and then get tested. If negative results on day 7 you can return to school. You don't need to wear a mask. 

Social Exposure: Exposures outside of school will need to quarantine (10 days, can test on day 7 and if neg. return to school) i.e. recreation sports teams (NO option to come to school with a mask, must stay home) 

Household Exposure: will quarantine 10 days or 20 days if the parent is + (no option to test at day 7 and return and mot option of coming to school with a mask) If individuals a re vaccinated they do not need to quarantine.

ESSR- Esser funds are meant for COVID relief. These are a one time only funds. The funds are to go toward providers that are helping our students get back on track and make up lost credits. 

Examples- Counselors running emotional groups, Emotional mental health-What do parents want/need?, stipend for community workshops, authors, chefs, construction... community people showcasing what is possible and giving the students a vision of what their future can be. 

ESSR funds need to be tracked and documented such as the TSSA or Trustland funds.

TSSA-TSSA funds are to be used for students...Policies and procedures are in place with student advocates to help students be successful. See attached sheet that details the plan that is in progress from our last years 20-21 Community Council/plan approved. 

A few of the events we have had the privilege of hosting... Reading Ambassador program through University of Arizona - Mr. Endicott, Health Science, Health Occupation (Roy Junior is the 1st school in the state to do this particular program)- Mr. Ropelato, Author Event- this event 

was a 4 day event with the final day being an author signing, book selling on Saturday September 4, 2021. There were an est. 2,000 that attended this incredible event. A big shout out and thank to our very own, Amy Hall for orchestrating this. We look forward to more events such as this in the future. 

Trust land Funds- The Trust lands report is ready to move forward. Mr. Murray will have it ready to view and discuss at the next Community Council meeting. 

Food Bank- Roy Junior High has started a food bank!! It's located in the old gym. We have been getting supplies from the Catholic Community Center and the Ogden-Weber Chamber of Commerce. The food bank is available to any and everyone. Tues-Thurs. mornings. However if there is a parent that needs supplies any other time... we do what we can to accommodate them. We have had quite a few families in our area that has taken advantage of this program. We also have food packs that are available for students to take home after school. 

Lindy Besst has purchased a fridge and freezer for every school. We look forward to this program growing and being able to provide fresh produce and dairy to families in the future. 

The vision of the food bank is also to get the Student Govt involved in ordering, inventorying and stocking the food bank. 

Segue Program- Roy Jr has started a Tier 2 program and will be modeling this program for the District. Attached is a detailed form that explains the purpose and procedure of this program. School within a school. This is a very structured intervention program. 

Bond Meeting. There is a District Bond meeting scheduled to be at Roy Jr. September 22, 2021. The bond that they will be discussing is up for election Nov. 4, 2021. They are bonding for a new high school, junior high, elementary and elementary upgrades. These new school will affect boundaries for Roy Jr.

COVID

You are fully vaccinated for COVID-19 (2 weeks after your final dose), or 

  • You and the person who tested positive were both wearing masks, or 
  • You have tested positive for COVID-19 in the last 90 days or

*For schools w/ less than 1500 students, the threshold mark is 30 positive cases. (Characterizes all of our secondary schools except for Roy HS, Fremont HS & Weber HS) Roy HS = 36 positive cases Fremont HS = 42 positive cases Weber H$ = 42 positive cases 

*We'll also consider a temporary school closure in the event that we can't safely instruct and supervise kids because a high % of teachers/staff are isolated/quarantined. 

*1% Threshold is Crossed: Consult with Gina/Clyde. Principal sends the "Test to Stay - School Community Letter" *The letter explains the Test to Stay requirement (as per SB 107) & responsive measures we'd like to remind about and implement. *The letter asks parents/guardians to provide prior permission to test their students so we can prepare for the Test to Stay event. 

1) All students wear a mask at school for the next 10 days to reduce the spread of the virus. 2) Please stay home if you are feeling any symptoms such as, fever or chills, cough, shortness of breath, fatigue, headache, loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, diarrhea. 3) All faculty, staff and students should focus on personal hygiene protection such as handwashing, keeping unwashed hands away from the face, and covering the mouth when sneezing or coughing. 4) Increased sanitation at home and school (our custodians will increase focus in this area). 5) Avoid sharing personal items with those outside your own household. 6) Avoid crowds like in restaurants, fitness centers, movie theaters, etc. which may put you at higher risk of contracting COVID-19. *2% Threshold is Met: Consult with Gina/Clyde.
